Usually a real name is required for billing purposes (paying for the service). Some persons however do not wish for their personal information (name, address, etc) to be made public. In such instances they pay for domain privacy. So when someone accesses the details of the website this information will not be shown. Their name will not be associated with the site from the public's stand point.
